Programme update (29 April 2025): The Court of Justice of the European Union ruled in Case C-181/23 that Malta's citizenship-by-investment scheme (formerly MEIN/MIIP) was incompatible with EU law. The Maltese citizenship-by-investment programme has been repealed and is no longer offered. This page covers the Malta Permanent Residence Programme (MPRP), which is a separate residency programme administered by Aġenzija Komunità Malta.

Important distinction:

MPRP grants permanent residence in Malta with the right to live in Malta and travel within the Schengen Area for up to 90 days in any 180-day period. MPRP is not citizenship and does not grant a Maltese passport. Citizenship-by-investment is no longer available in Malta (see top-of-page notice).

Application Process (MPRP)

The programme follows a structured, government-regulated process. Malta's due diligence is among the strictest in the EU — a multi-tier vetting process including international background checks.

Initial assessment by a licensed agent. Background check, source-of-funds verification, AML/KYC screening.

Submission of the complete application package to Aġenzija Komunità Malta with all supporting documents.

Multi-tier due diligence by Aġenzija Komunità Malta, including international database checks and independent third-party verification.

Letter of Approval in Principle
If approved, an Approval in Principle is issued. The applicant must then fulfil the property and contribution requirements.

Tax Notes

Tax outcomes depend on personal circumstances, domicile, and residency status. The notes below summarise published Maltese rules at a high level and are not tax advice.

Corporate Tax
Headline corporate rate is 35%, with a shareholder refund mechanism that can reduce the effective rate. Application depends on company structure and EU-compliant rules.
Personal Income
Maltese tax residency rules distinguish ordinarily resident, domiciled, and non-domiciled status. Treatment of foreign-source income varies accordingly.
No Wealth Tax
Malta does not levy an annual wealth or net-worth tax.
No Inheritance Tax
Malta does not levy inheritance, estate or gift tax (transfer duties may apply on certain property transfers).

Family Inclusion

Under MPRP, the main applicant may include the following family members in the same application:

  • Spouse of the main applicant.
  • Children under 26 who are unmarried and financially dependent on the main applicant.
  • Parents or grandparents aged 55+ who are financially dependent on the main applicant.
  • Children with disabilities regardless of age, subject to dependency assessment.

Dependency, age limits and supporting documentation requirements are set by Aġenzija Komunità Malta and may change. Always verify against current guidelines before filing.

What MPRP Is Not

  • MPRP is not citizenship. It does not grant a Maltese passport.
  • MPRP does not, by itself, grant the right to work anywhere in the EU. Work in Malta requires a separate employment authorisation; the MPRP residence does not confer free movement of workers within the EU.
  • MPRP does not place the applicant on a guaranteed path to citizenship. Naturalisation in Malta follows the ordinary rules of the Maltese Citizenship Act.
  • The discontinued Maltese citizenship-by-investment programme (MEIN / MIIP) is no longer available following the 29 April 2025 ECJ ruling.
