Industry frames Türkiye CBI purely as a passport route (visa-free access, speed). Tax-residence framing is absent. Law No. 7582 (Official Gazette 4 Jun 2026, No. 33270) creates a 20-YEAR exemption from income tax on foreign-source income for individuals newly resident in Türkiye (3-year prior non-residency required, from 1 Jan 2026). Combined with the $400K CBI route, Türkiye becomes a competitive tax destination alongside Italy's HNW flat tax and Portugal's NHR/IFICI, with structural advantages on duration (20 yrs vs Italy's 15) and cost ($0 annual vs Italy's €300K/yr). Plus a 2027 capital-repatriation window (0–5%) and Istanbul Finance Centre incentives extended to 2047.

Industry widely cites the UK non-dom regime (remittance basis, 15-year deemed-domicile path), a large advisory infrastructure built around non-dom tax planning. Significantly narrower, no remittance basis, no 15-year deemed-domicile route, and domicile is no longer relevant. Many sources still reference UK 'non-dom' status.
