Most of the data circulating in the investment migration market is nothing but noise. A physician friend of mine who is a partner in a diagnostic center in Bursa, last week sought an answer to an email from a colleague in Athens: "Can we still start this process with 250,000 euros, or has the door completely closed?"

The answer, contrary to the superficial talk in the market, lies in the clear text of the law. Law 5100, which came into force in 2024, brought significant changes to the Greek Golden Visa program.

The New Thresholds in the Legislation

The 250,000-euro threshold has not completely disappeared, but its scope has narrowed. For a standard real estate purchase, the entry barrier has been raised to 400,000 euros or 800,000 euros, depending on the strategic value of the region. In high-demand areas such as central Athens, Thessaloniki, Mykonos, and Santorini, a lower limit of 800,000 euros applies. In other regions, the standard investment threshold is 400,000 euros.

The 250,000-euro option, however, is preserved as a structural exception and is now valid in two specific scenarios:

  • Conversion of commercial property into residential use: Projects requiring a change of use
  • Restoration of historic buildings: Renovation of listed or protected structures
  • Knowing this distinction separates the investor from the general public and offers a structural opportunity.

    Managing Uncertainty

Prudent families view market movements not as a source of panic but as a planning process to be managed. The expectation that the legislation will be updated again in June 2027 is not a cause for urgency but rather a strategic timeline. Those who expand their options early avoid the mistakes triggered by urgency.

During 2025, there has been a significant increase in application approvals. This intensity is proof that the system is functioning but that the rules are becoming increasingly selective. With capital return on property remaining in the 92-95% band, this process is no longer just a residence permit but a risk management tool encompassing euro-denominated asset diversification and Schengen access for the family.

    Decision-Making with Data
